REGISTRATION AND VOTING
In Illinois, a citizen must be registered to vote for all elections. An overseas employee of the United States government, a member of the armed forces, or one who has been honorably discharged within 60 days previous to an election, need not be registered for any election, but must be otherwise qualified.
Any citizen who has the above qualifications should register in order to vote in all elections. It is not necessary to register again unless the voter:
Any time in the year except during a period of 14 days before and 2 days after a primary or a general election.
Any qualified voter may vote early in a designated polling place during the 22nd day through the 5th day preceding en election without providing a reason.
Any qualified voter who cannot vote on election day because of absence from his precinct, religious convictions, illness or physical disability may apply to the election authority for an absentee ballot. This must be done by mail not more than 30 days nor less than 5 days before an election or in person during the 5th through 1st day preceding an election. Absentee ballots must be postmarked by election day and reach the election authority within 14 days after the election. Military personnel may apply not later than 5 days before an election.
A qualified person may register to vote either at a designated place within his precinct, township, or municipality on specified dates, or at the office of his election authority and in some driving license facilities. In the Barrington area, the County Clerk is the election authority, with deputies appointed in the local area, making it possible to register without going to the county seats.
The League of Women Voters of the Barrington Area schedules voter registration at the Barrington Library the first Saturday of the month prior to elections (February or March and October).

Primaries
A primary is a party election by the people for nomination of candidates and election of party committeemen. Illinois uses the closed primary, which requires the voter to announce a party at the polling place for the primary election only. Under the direct elections law of 1927, one can vote in an Illinois primary if the citizen:
There are no laws in Illinois directing how parties choose candidates for nomination. Any qualified candidate may run under a party label.
